The county commissioners of Okaloosa County unanimously voted to give the county emergency management team the power to take whatever actions necessary to protect Choctawhatchee Bay from oil coming in through the East Pass. Dissatisified with state response times in regards to issuing permits and approving plans, County commissioners made this decision knowing they could face prosecution for taking such actions. The emergency management team has been given the power and budget to take action without waiting for approval from state emergency operations or the unified spill command.
